Fallout 4 weapon switch delay fix

Allows directly removing an overlaySet via Papyrus. Experimental setting that adds a delay between morph changes to potentially make them work more reliably. Planning to add incrementing by 10 and export features. Gives basic ability to customize an actors expression through the GUI.

This allows defining an animation ID that plays on a furniture when an AAF starts and stops animating on it. If it's on, idle forms are sent in various events (see wiki).
